  1. Launch Control Panel as done in the previous method.

  2. Set View by as Category, and click on the System and Security option.

  3. Click on Windows Defender Firewall in the next window.

  4. Click on the Advanced settings option.

  5. In the next window, select the Inbound Rules option.

  6. In the right pane of the window, click on the New rule… option.

  7. Select Port in the next window and click on Next.

  8. Select TCP under the question Does this rule apply for TCP or UDP?

  9. In the following question, Does this rule apply to all local ports or specific local ports? Click on Specific local ports from the options provided.

  10. Enter the value 443 in the bar provided next to Specific local ports and click Next. Note: Computers use the local port 443 to divert network traffic.

  11. Select the option Allow the connection and click on Next in the next window.

  12. Check all the boxes next to the options, Domain, Private and Public in the list, and click on the Next button.

  13. Enter TW as the rule’s name in the bar provided and click on the Finish button to end the process. Note: For explanatory purposes, the name TW has been chosen. You can name the rule at your convenience.

  14. Now, ensure that the rule TW is added to the Inbound Rules window.

Option II: Add Port Exception to Antivirus (If Applicable) The below steps and procedure may vary depending on the antivirus software you use. So, follow these steps to add port exception to Antivirus and fix Telegram Web not connecting or working issue.

  1. Press the Windows key and open the Settings app on your PC.

  2. Click on the Update & Security option.

  3. In the left pane of the next window, click on the Windows Security option.

  4. Click on the Open Windows Security button.

  5. Click on the Virus & threat protection option in the left pane of the new window.

  6. Click on the Open app option available under the antivirus program details.

  14. Click on the Apply button to apply the changes and click Close.

Method 8: Switch to Telegram Desktop App

If none of the methods available work on your PC, you can try switching to use the Telegram Desktop app on your PC. The app wouldn’t have any issue compared to the Telegram Web.

  1. Download the app from the official Telegram site. 

  2. Run the downloaded setup file and Select Setup Language then click OK.

  3. Select Destination Location and click on the Next button.

  4. Select Start Menu Folder and click on Next.
